The Integrated Rescheduling Problem of Berth Allocation and Quay Crane Assignment with Uncertainty

The baseline plan of terminals will be impacted to a certain extent after being affected by uncertain events, such as vessel delay and unscheduled arrival, resulting in disorderly terminal operations, wasted resources, reduced loading unloading efficiency, which further aggravates congestion. To effectively cope with the disturbance operations above events improve operational efficiency container terminals, this paper investigates integrated rescheduling problem berth allocation quay crane assignment arrival. Two steps are designed deal uncertainty shocks. first step is determine moment using rolling time-domain approach. second establish model design an improved genetic algorithm(IGA) obtain solution various strategies at moment. Moreover, through scenario experiments, comparisons commercial solvers other algorithms, it can seen that speed IGA better than average gap does not exceed 6%, verifies effectiveness superiority algorithm.
